Yeah if the importer sells direct to consumers they often have the best price, but some choose not to deal direct with the consumer preferring to deal with only a small number of retailers who give them repeat, bulk orders rather than consumers buying a single set.  There is very little profit in it for the retailer either way.

Although from what I can tell most importers are also the main sellers and has they would be unlikely to sell to a third party at cost these people would have to mark up the price?

your  initial statement is flawed.  You don't need a license to sell them, you need to pay patent royalties to import them into a country where there is an applicable patent.  Once they're in anyone can sell them.  Most of the time there is 1 importer per brand and they each have multiple resellers that buy the stilts from the importer and sell them to consumers.

Because of the need of a licence to sell power bock stilts the choice of where you can legally buy them are limited.
There are pro's and con's to this but one pro is those selling have to stick to a standard where others could cut corners?

It's been a while since we updated sellers around the world so it would be nice if get an up to date list of legal sellers, where their based one in which countries they sell to people.
